MY LIFE EXPERIENCES AND ACHIEVEMENTS

 

ATTENDED GEORGE WASHINGTON CARVER HIGH SCHOOL IN MEMPHIS, TENNESSEE WHERE I PLAYED FOOTBALL AND BASEBALL, CAPTAIN IN THE NDCC, VOTED MOST ATHLETIC, OFFERED A MINOR LEAGUE BASEBALL CONTRACT WITH THE ST. LOUIS CARDINALS PROFESSIONAL BASEBALL ORGANIZATION AND A FOUR-YEAR SCHOLARSHIP TO ARKANSAS AM&N COLLEGE IN PINE BLUFF, ARKANSAS

 

In my work, I was responsible for managing and coordinating the development of the public affairs portion of the Mercury Management Environmental Impact Statement (EIS) initiatives for the Administrator of the Defense National Stockpile Center.  Responsible for developing public outreach/educational activities for the Administrator and his staff reference the mercury stockpile throughout the United States.

 

Negotiated residential contracts/audiovisual contracts/sales contracts for the U. S. Army, Defense National Stockpile Center (DNSC) and the Tennessee Valley Authority (TVA).

 

Responsible for directing the completion of exhibits/posters to be used at tradeshows/workshops/conferences, briefing, presentations, information papers, fact sheets, brochures/posters, news releases, radio spots/clips, and reviewing site safety, transportation, storage, destination, and storage and disposal plans pertaining to mercury and other assigned environmental areas. Supervised public outreach contractors.

 

Negotiated and coordinated hotel contracts for the U. S. Army and the Tennessee Valley Authority in several locations throughout the United States for hosting public meetings/workshops/conferences for environmental meetings.

 

Served as the Tennessee Valley Authority representative to the U. S. Army Non-Stockpile Public Outreach and Information Office for public outreach activities involving federal elected officials, state legislators, local elected officials, regulators, special interest organizations, and community leaders and activist.  Currently, serving in the same capacity for the DNSC tasks.

 

Directed the development and/or coordination of 245 information repositories throughout the United States and territories to ensure pertinent Army and DNSC information/material were available for the general public.  Maintained the EIS websites for each repository to disseminate key information about the Non-Stockpile and DNSC EIS projects.

 

Coordinated citizens and media inquire by preparing responses and/or directing responses to the appropriate staff, providing appropriate information/materials, and preparing reports for the public affairs media, citizen-tracking list.  Reviewed legislation data and news analysis information developed by the public outreach contractors.

 

Developed policies for the public to use educational and outdoor recreational facilities, for Non-Stockpile Transportation Treatment Systems, for computerized reservation systems, and for users to access the Program Manager Chemical Demilitarization World Wide Web site.

Responsible for developing and coordinating transportation and community outreach strategies/plans for the Transportable Treatment systems for the Program Manager for the  Non-Stockpile program.  Assigned as the Non-Stockpile point of contact for the eight Stockpile sites, Memphis, Tennessee and Spring Valley, Maryland sites; responsible for coordinating all non-stockpile initiative at each site.

 

Assigned as the non-stockpile public affairs representative for the Pine Bluff efforts, Ton Container destruction, recovered and stored Chemical Warfare Materiel disposal, Chemical Warfare Materiel assessment of items at Pine Bluff, and the Fixed Facility.  Ensured the development of the public outreach components for the Environment Assessment and the Environmental Impact Statement processes dedicated to each tasking.

 

Responsible for coordinating the intranet training Communication Network (CommNet) and maintaining system information about the PEIS effort and for developing a tool to receive comments from the public.

 

Knowledgeable of Federal Emergency Management Agency (FEMA); Chemical Stockpile Emergency Preparedness Project (CSEPP) emergency management procedures used by the United States Army at Army installations and National Stockpile Center commodity depots.

 

RETIRED:  FALL 2012

 

2000 to 2012: Public Affairs Officer for the Defense Logistics Agency/Defense National Stockpile Center in Virginia.

 

1994 to 2000: Public Outreach and Information Officer for the United States Army Program Manager for Non-Stockpile Chemical Materiel in Maryland.

 

1972 to 1994: Held several positions as a manager/supervisor with the Tennessee Valley Authority located in Kentucky and Alabama.

 

1969 to 1972: Teacher and coach at Treadwell High School in Memphis, Tennessee

  • Bachelor of Arts degree in Outdoor Recreation from Arkansas A.M. and N. College, Pine Bluff, Arkansas, 1969

  • Master of Science degree in Administration of Recreation from Memphis State University, Memphis, Tennessee, 1972

  • Managerial Training with the U.S. Forest Service and the Tennessee Valley Authority’s Nashville Program Service Office, 1984-1986

FAMILY:

Wife, two sons and four grandkids (three boys and one girl)

 

HOBBIES:

Golfing, attending movies and playing fantasy games

 

VACATIONS:

Have traveled around the continental US and do less in my retirement years; travel with golf buddies to play golf at different venues
